How CEIP Works
Enabled by Bill 10 (SA 2018, c 6), the Clean Energy Improvement Program allows property owners to finance energy upgrades through a voluntary property tax mechanism -- repaid over time with no upfront capital required.

Energy audit requirements are a DRC policy choice for private-capital de-risking, not a regulatory mandate. Alberta Regulation 212/2018, Section 7.3 permits the program administrator to define the scope of assessment requirements.
Program Launching Soon
Deep Retrofit Capital is currently in Phase 1: Designation and Bylaw Development. Following our ministerial designation under Order 16/2025, DRC is actively working with municipalities across Alberta to establish CEIP bylaws and prepare for program launch.
Once participating municipalities have adopted their bylaws and DRC has completed platform development, property owners will be able to apply for CEIP financing. Register your interest now to be notified when applications open in your area.
